Within the framework of harmonization with the European Union, in 2001, the "Improvement of the Investment Environment in Turkey Reform Program" was adopted and implemented in Turkey. With the Foreign Direct Investment Law enacted within the scope of the reform program, the requirement to obtain a preliminary permit from the General Directorate of Foreign Capital for the establishment of companies with foreign capital has been abolished. Thus, since 17 June 2003, when the law was published in the Official Gazette, the establishment procedures of foreign companies have been carried out exactly as in companies with domestic capital. A foreigner who wants to establish a company in Turkey will have to apply to the relevant trade registry office and complete the necessary documents.
